The Islamic Emirate of Afghanistan is advancing the implementation of the much-awaited Shatoot Dam Project, a major infrastructure initiative that will provide safe drinking water to the residents of Kabul city, enhance irrigation for agricultural development, and contribute to sustainable water resource management. This project represents a landmark effort in Afghanistan, reflecting the Islamic Emirate’s strong commitment to addressing critical national infrastructure needs and ensuring the well-being and development of its people.

At present, Afghanistan offers more favorable conditions for investment than ever before. With strengthened national security, improved stability, and a supportive investment environment, opportunities are open for both national and international companies to participate in transformative infrastructure projects. In addition, the Islamic Emirate has committed sufficient financial resources to fund this important project, ensuring its timely and effective implementation. The National Procurement Directorate (NPD) of the General Directorate of Administrative Affairs of the IEA, on behalf of the Ministry of Energy and Water, hereby invites all eligible and qualified national and international bidders to participate in the bidding process for the Construction of Shatoot (Lalandar) Storage Dam Project with Bidding Reference No. NPD/MoWE/1404/ICB/W-2323.

Bidders are required to submit their sealed bids, in accordance with the instructions & conditions specified in the bidding documents, from the date of publication of this announcement until 10:00 AM (local time Kabul), 08 October 2025, to the Bid Opening Facilitation Secretariat Department of National Procurement Directorate located at NPD building, Next to Marble palace, Pashtunistan Watt, Kabul – Afghanistan. Late submissions and online bids shall not be accepted.

A site visit will be open to interested bidders from the date of this project announcement until the pre-bid meeting. The Pre-Bid Meeting will take place both in-person and online at 10:00 AM (local Kabul time), 24 September 2025. The Bid Opening Session will be held at 10:00 AM (local Kabul time), 08 October 2025, at the Pamir Hall, National Procurement Directorate, as further specified in the SBD.
