The tender documents do not provide soil investigation data for the transmission line route or tower foundations, as these investigations are part of the Design-Build Contractor’s scope of work. The successful Contractor will be responsible for carrying out detailed geotechnical surveys, including soil resistivity tests, tower foundation investigations, and substation geotechnical studies, in accordance with IEC and international best practices.
Regarding the site visit:

The Employer will facilitate pre-bid site visits for interested bidders to the proposed transmission line corridor and substation locations. The purpose of the site visit is to provide bidders with an opportunity to familiarize themselves with the general conditions, accessibility, and terrain.
Any specific technical investigations (such as soil testing, topographic survey, or hydrological studies) shall be conducted by the successful Contractor after contract award.

Based on the tender document, soil investigation of transmission line path and location of towers are not specified. Would you please coordinate site vist for both TL and Substations in order to clarify technical question?

The land acquisition process and associated costs for HV substations and transmission line routes will be the responsibility of the Client. In case of delays related to land acquisition, the Contractor will be granted a time extension to the project schedule in accordance with the contract provisions.

Is the process and the cost of the land acquisition of HV substations and transmission lines bourne by contractor or by client? Because the lands may have private owner. Please clarify land acquisition is bourne by client and delays regarding to that will be added to project duration.

Single Busbar.

The scheme of substations are not specified in the tender document. Are they Single Busbar, 1.5 CB scheme or double busbar?

Yes, the ToR indicates that each 220 kV substation shall have one additional connection point reserved for future interconnection on the busbar. Any further extensions beyond this provision are not included in the current scope and will be considered separately by the Client if required in the future.

Is there any probable future extension in the scope of work for substations?

Is there any approved vendor list for procurement of equipment, cement, or other building material?

Do you have any sub-vendor preference in technical evaluation of the tender? How do you weight them in the technical evaluation?

The codes and standards to be used for this project are already specified in the ToR. In the absence of such national standards, internationally recognized standards such as IEC (or equivalent) shall be followed, subject to the Client’s approval.

Is there any national code and standards by Ministry of Energy and Water that should be followed by the contractor? Or international IEC code is acceptable?

As per Section 14.2 of the ToR, the payment breakdown is fixed as indicated. Advance payment for the procurement stage is not foreseen in the current payment schedule. However, any modification to the payment terms would be subject to Client’s discretion and formal agreement during contract negotiations.

In the section 14.2 Payment Breakdown of ToR, 10% considered for “Mobilization, Survey and Design Complete”, and 30% After Completion of procurement. Could the client consider Advance payment for procurement stage?

Payments will be processed within thirty (30) days after the submission and completion of the required documents by the Contractor. In case of any delay in payments by the Client, no additional compensation or penalty shall be paid to the Contractor for such delay.

How many days does it take for payment of invoices during the project (legal duration)? And how the client’s delay will be calculated and covered?

Pul-e-khorasan substation is AIS and regarding general single line drawings MEW will share it.  

Would you please submit Pul-e-khorasan substation general single line drawings? Is it AIS or GIS?

The substations under this project will be equipped with a Digital Control System (DCS/SCADA based) in line with modern design and operation requirements. Conventional control systems are not included in the scope. Detailed specifications will be finalized during the design stage and shall comply with IEC standards.

Would you please specify the control system of each substation? Is it Conventional of DCS?

What is the Insulation form of QUSH TEPA & Darzaab substations? Is it AIS or GIS?

The exact route lengths for 11 kV and 0.4 kV distribution lines will be determined during the detailed survey and design phase, which is the Contractor’s responsibility under the Scope of Work.

According to scope of project only two new substations will be established to ensure efficient power transformation and distribution:

  • One 20 MVA (2×10 MVA) substation in Qush Tepa District
  • One 32 MVA (2×16 MVA) substation in Darzaab District

No new extra high-voltage substations are included in this Scope of Work of the project.

Are any substations required? If yes, please indicate the number, location(s), and rated capacity

The type and material of poles are already defined in the ToR:

  • Transmission lines: Steel towers
  • Distribution lines: Concrete poles

Standard heights and loading class will be finalized by the Contractor during the detailed design stage under the design-build scope.

Specify the type and material of poles (e.g., RCC/PSC, steel, wooden), standard heights, and loading class.

These details will be finalized during the detailed design stage by the Contractor, in compliance with international standards and subject to the Client’s approval.

If Distribution Transformers are to be installed on poles, specify the ratings, mounting arrangement (single/double pole with cross-arm/bracing), and required accessories (LV/H protection, surge arresters, isolation, earthing, fencing).

The exact lengths of the 20 kV and 0.4 kV distribution networks are not explicitly defined in the tender documents, as they will be determined during the detailed survey and design phase. Under the design-build scope of work, it is the Contractor’s responsibility to carry out the survey, prepare the detailed design, and establish the precise route lengths for both 20 kV and 0.4kV lines.
