GIZ-ESIP Introduction and objective

 

(ESIP "Energy Sector Improvement Programme” promotes conditions for renewable energy and energy efficiency and succeeds the IDEA "Institutional Development for Energy in Afghanistan” programme in Afghanistan. Focal areas include: enhance the cooperation between key actors in the Afghan energy sector at central and decentralized level for the implementation of selected policies (Output 1), support the Afghan private sector to develop market strategies and access to market-based quality standards and maintenance concepts for solar photovoltaic and thermal energy (Output 2), training and professional upskilling of public sector employees and universities (Output 3) and implementation of new technical and economic approaches for operating renewable energy installations in northeast Afghanistan (Output 4). Furthermore, supplementary capacity development initiatives will cut across all outputs.

 

Supported activities for MEW in the past under GIZ-IDEA umbrella:

  • Support to the development of Renewable Energy Policy

  • Support to the development of National Energy Policy

  • Support to the development of Energy Efficiency Policy

  • Support to the development of Renewable Energy Strategy

  • Development of Afghanistan Energy Sector Coordination structure supported.

  • Capacity building measures in the forms of trainings have been provided to relevant national and provincial staff of MEW.

  • Support to the development of the Monitoring and Evaluation system for the Energy Sector

  • Support to the development of Five Years plan of Energy Sector. This includes a roadmap for implementation of the mentioned plan.

  • Support to the development of Energy Efficiency Code for Buildings

  • Support to the development of Afghanistan Energy Security Plan’s Outline

  • Support to the development of Power Services Regulation Law

  • Support to the development of Regulation for Grant of Licensing

  • Support to the development of Regulatory Authority Act

  • Support to the Improvement of Provincial Energy Working Group (PEWG) to Provincial Energy Committee (PEC)

  • Support to the development of the new organizational structure of Energy Deputy Ministery

  • Support to the development of Awareness Raising Concept and mechanism for MEW on RE and EE

  • Support to the development and operationalization of Afghanistan Energy Information Portal (AEIP)


 

Activities on progress for MEW under GIZ-ESIP umbrella in 2019:

 

  • Support MEW in implementation of Net Metering Policy

  • Support in institutionalization of (National Energy Regulatory Authority). This includes the development of a PR strategy for net metering.

  • Support MEW in Feasibility Study of 15MW solar rooftop systems for Public Buildings

  • Provision of designing software for MEW to support feasibility study of 15MW solar rooftop systems for Public Buildings

  • Support accessibility of data in AEIP

  • Support institutionalization of PEC under a sustainable government structure

  • Operationalization of RE lab in Vocational Training Institute of MEW (VTI-MEW).

  • Support to the development and adaptation of RE/EE curricula for the universities and vocational institutes.

 

New activities will be planned for MEW in 2020.
