  1. The Government of Islamic Republic of Afghanistan (GoIRA), through Central Program Management Office (C_PMO) under Ministry of Energy and Water (MEW) is implementing the Water Resources Development Investment Program (WRDIP) Tranches 1 and 2 of the multi-tranche financing facility (MFF) of the Asian Development Bank (ADB). The Tranche 2 of the program comprises the rehabilitation of Lower Kokcha Irrigation Project (the project) in Kunduz and Thakar provinces. The project includes rehabilitation of main canals and associated water control and drainage structures in Zone I and II of the project covering a command area of 78,000 ha. MEW and MAIL are the implementing agencies. The purpose of the Program is to increase the productivity of irrigated agriculture and improve environmental sustainability due to improved water resources management through infrastructure development, capacity building and institutional strengthening.
  1. As per the grant agreement with the ADB, a third-party monitoring is required to conduct validation and verification of the Land Acquisition and Resettlement Plans (LARPs) implementation.
  1. The Consulting firms will be selected in accordance with Quality and Cost Based Selection procedures set out in ADB’s   https://www.adb.org/documents/adb-procurement-guideline  
  1. National Water Affairs Regulation Authority now invites eligible firms to submit their expressions of interest (EOI), for the above Project. The complete REOI available at https://www.adb.org/projects/tenders?terms=WRDIP . A firm wishing to submit an EOI must be registered with the CMS. Any proposed associate firms or joint venture partners must also be registered with CMS. Any firm encountering technical problems in accessing CMS should request assistance by email to cmshelp@adb.org.consultants. Firms are recommended to update their CMS registration before commencing their EOI.
  1. The EOI must be submitted prior to its deadline specified in the CMS via the ADB’s Consultant Management System (CMS) only.
