The Government of Islamic Republic of Afghanistan acting through the Ministry of Energy and Water (MEW or Procuring Authority) and with the support of Ministry of Finance (MoF) invites private sector developers to compete for the right to develop, finance, construct, own, operate, maintain and transfer an independent utility-scale solar photovoltaic (PV) power project in Afghanistan of 40MW on a Public-Private Partnership (PPP) basis, based on the model risk allocation, documentation and methodology developed under the World Bank Group’s ‘Scaling Solar’ initiative (Project). The Procuring Authority has engaged the International Finance Corporation, a member of the World Bank Group, acting through its Public-Private Partnerships Transaction Advisory Services division (IFC Advisory), to act as lead transaction advisor in relation to the Project.

Interested companies/consortia must register their interest in accordance with the requirements of the Request for Prequalification document (RFQ) to be eligible to submit a prequalification application for the Project. The registration form and RFQ can be accessed at https://mof.gov.af/en/development-40mw-solar-photovoltaic-ipp-project-herat-province-afghanistan. The completed registration form must be sent via e-mail to Procuring Authority at faridullah.sharafmal87@gmail.com, F.sharafmal@mew.gov.af, and IFC at afghanscalingsolar@ifc.org.  

A meeting for interested companies/consortia will be organized on [05 November 2019] at Conference Room, MEW, details of which would be duly notified to the registered entities.

Prequalification applications must be submitted in hard copy on or before 1400 hours AFT, on [30 November 2019] to the following address. Prequalification applications submitted electronically will not be accepted.
