A 500 KV transmission line, spanning from Shabarghan to Khawaja Alwan desert and from Khwaja Alwan desert further to Arghandi, was inaugurated. 
The project saw the presence of Deputy Prime Minister of Economic Affairs H.E. Mullah Abdul Ghani Baradar Akhund, Acting Minister of Energy and Water H.E. Alhaj Mullah Abdul Latif Mansoor, several cabinet members, governors, senior officials of the Islamic Emirate of Afghanistan, and local residents.
During the project's inauguration ceremony, the Deputy Prime Minister of Economic Affairs briefly highlighted the achievements of the Islamic Emirate, deeming this project crucial in addressing the country's electricity challenges. He emphasized that energy sector projects are among the top priorities of the Islamic Emirate.
Acting Minister of Energy and Water H.E. Alhaj Mullah Abdul Latif Mansoor also addressed the project, describing its implementation as a positive step in the energy sector. He urged the nation to foster harmony with their rulers, emphasizing the importance of unity for progress.
Furthermore, Acting Minister of the Ministry of Repatriation and Refugees H.E. Haji Khalil ur Rehman Haqqani stated during the ceremony, 'It is a joyous occasion that our country is moving towards settlement, and the nation and government are jointly working toward this goal.'
In addition, the advisor of the Ministry of Energy and Water, Dr. Farooq Azam, underscored the significance of electricity in this program, hailing the project as a major achievement for the country's economy.
Mawlawi Abdul Rahman Rahmani, the Operating Director of Afghanistan’s National Power Utility (DABS), provided necessary information about the project, asserting that its implementation would resolve the electricity shortage in several provinces of Afghanistan.
Governors of Baghlan and Maidan Wardag provinces also commended the leadership of the Ministry of Energy and Water, stating that the project would be particularly valuable in providing electricity to the people of Afghanistan.
Continuing the meeting, officials from Awfi Bahram and Afghan Invest companies praised the trust of the Islamic Emirate and expressed their commitment to the project's successful implementation.
It's important to note that this project will be executed in two parts. The section from Shabarghan to Pul Khumri’s Khawaja Alwan desert, will be undertaken by Afghaninvest Company. 
The second part, involving the 500 KV line from Pul Khumri’s Khawaja Alwan desert up to Arghandi in Kabul, including substations and Tara Khel and Bot Khak transmission lines, is being constructed by the Ministry of Energy and Water through Awfi Bahram Construction Company over a period of two years.
Upon completion, this project will transfer more than 1000 megawatts of electricity from Turkmenistan to Afghanistan, effectively resolving the electricity problem in Kabul and 12 neighboring provinces.
